Visit Kendrick at the Gracious Hand, follow The Heel of History to Malcolm and the underground archive, then return to Waldhar with the solution. Receive the Gaol Key from Brant

The slums visit is separate from returning to the gaol without new information. Follow Kendrick's objective so the tower route and archive discovery can become available. Question the children and return to Kendrick

Seeing a tower on the map is not the same as completing the discovery through the relevant objective. The important result is finding Malcolm and the books, then taking that information back to Waldhar.

Find Malcolm and the underground archive

Find Malcolm in the investigation and discover the underground archive of books. That archive is the suitable place required by Waldhar. Once this discovery is complete, the next useful step is returning to the magistrate rather than continuing to search random houses for another library.

The research identifies this archive through The Heel of History, so the solution is a quest-linked place rather than a generic book-filled room. Check that the discovery conversation and objective have progressed in your save. That distinction matters when you have entered the area but have not yet completed the interaction that connects it to Waldhar's request.

Return to Waldhar with the solution

Go back to the gaol and tell Waldhar about the archive. You now have the specific answer to his book-related condition. This return visit is different from the first one because the missing destination has been discovered and can be presented to him.

If he still does not leave, review the archive discovery and relevant conversation before repeating unrelated access tricks. The key and library are separate checks, and only one may be missing in your current save. Diagnose the step you actually have not completed rather than assuming all magistrate refusals are caused by the guards.

Escort him through the lower route

Escort Waldhar out through the lower route toward the slums. The research separates that exit from the original gaol approach, which helps avoid treating the entry path as the only route available. Monitor the escort and continue until the escape objective is satisfied.

Do not confuse the later spectacles request

Waldhar's later request for spectacles is a different objective from finding a place with books. Advice about retrieving those spectacles does not solve the initial refusal to leave the cell. Identify which quest is currently active before applying instructions from a later interaction with the same NPC.

For the original investigation, the useful order is Brant's key, Waldhar's request, Kendrick's search, Malcolm and the archive, then the return and escort.
